About the Role:
Among other responsibilities, the Director leads and helps build a Public Policy function that focuses on legislative and regulatory issues, with an emphasis on access matters at the US federal and state level that impact Neurocrine Biosciences (“the company”) and the patients we serve. The position will undertake substantive and strategic analysis and create content that supports the company’s programs and corporate objectives._
Your Contributions (include, but are not limited to):
- Support engagement with federal and state agencies and other state governmental entities (Administrative, Legislative) to ensure patient access to the company’s FDA-approved medicines and support pipeline development programs.
- Work collaboratively with Corporate Affairs, Legal, Regulatory, Medical, Commercial and other appropriate colleagues to help translate the company’s policy and program priorities into timely and effective advocacy strategies to shape policy outcomes
- Undertake policy analysis for a wide range of public policy matters impacting the company specifically, and the biotech industry more generally, including the assessment of legislative and regulatory proposals
- Undertake quantitative and qualitative analysis, in partnership with internal and external teams to evaluate the potential opportunities / implications for, and/or impacts to the company, with an emphasis on patient access
- D evelop substantive, accurate, and compelling materials that clearly communicate complex policy issues with impact on the company and the patients we serve, to support external engagement and advocacy efforts
- Monitor and assess the Federal and state-level policy and regulatory landscape for potential issues with direct relevance to the company
- Develop timely Federal and state-level public policy summaries communicate to internal audiences
- Establish departmental policies, practices, and procedures to ensure Public Policy team is appropriately integrated with, and effectively supports other functions throughout the organization.
- As appropriate, and in coordination with Government Affairs colleagues, represent the organization and its interests to local, state, or federal governmental agencies, and maintains relationships with key policymakers.
- As appropriate, and in coordination with Government Affairs and Patient Advocacy and Engagement colleagues, represent the organization within trade associations and other formal and/or informal coalitions to strengthen organization situational awareness and advance public policy priorities.
- Contributes to strategic planning, direction, and goal setting for the department or function in collaboration with senior management.
Requirements:
- BS/BA degree with 15+ years of relevant experience, including some prior management experience.
- J.D. or Master’s degree preferred.
- Persuasive oral and written communication skills.
- Ability to influence others.
- Substantive understanding of state and federal policy and policy-making processes
- Experience working effectively as part of cross-functional teams
- Ability to productively collaborate with colleagues at various levels within the company
